Under the general direction of the Chief Financial Officer, Administration and Management Division, the Staff Services Manager III (SSM III) functions as the Department of Housing and Community Development’s (HCD) Chief Budget Officer, responsible for administration of HCD’s annual budget activities.
Directly supervise one SSM II and 4 SSM I’s.
Indirectly supervise a small staff of budget analysts who develop and prepare each departmental program budget, which includes analysis of budget change proposals, legislation, issue memos, and any other proposals for each program.
As the Chief Budget Officer, the SSM III serves as the key advisor to the Chief Financial Officer on all issues concerning the Department’s budget; coordinates development and implementation of the Department’s budgeting function; identifies opportunities for improving fiscal policy and practices; coordinates the development and implementation of new and/or updated fiscal policies and directs development of budgeting procedures.
The incumbent will also serve as a key partner in the planning and implementation of strategic planning initiatives for statewide budget operations.

*Essential Functions*
Function as the Chief Budget Officer in the Financial Management Branch and the primary contact to the Department of Finance (DOF) and Legislative Analyst’s Office (LAO) on technical budget and fiscal policy issues.
Plan, direct and oversee fiscal policy activities affecting the Department’s state operations and local assistance funding.
Advise and consult with the deputy directors and other managers concerning sensitive, controversial, and significant issues which impact the Department’s programs or funds; ensures that program staff are informed of and comprehend new requirements; and ensures that proper processes and procedures are in place and followed for annual budgetary actions.
Oversee the most complex, challenging, and/or sensitive analysis related to department-wide budget issues and special projects.
This includes coordination with other fiscal, research and accounting staff on issues of mutual concern, preparation of the most complex budget change proposals, development of innovative methodologies for controlling the budget as requested by executive staff, and resolution of technical problems involved in managing a budget that accurately reflects budget data by fund source.
Coordinate the development and implementation of the Department’s strategic plan supporting the Department’s budgeting function and oversees training and evaluates management staff involved in the Department’s budget activities.
Advise the Deputy Director, Assistant Deputy Director, and other management staff in the development of fiscal policies and interpretation of issues that affect HCD operations.
Provide fiscal policy evaluation for departmental issues associated with new and expanding programs, legislative decisions impacting state operations.
Serve as a key partner within the department in the activities within Financial Information System for California (FI$Cal) including Hyperion and Peoplesoft.
Advise program and/or administrative management on the most complex financial considerations involved in establishing, revising, and controlling the budget.
Provides executive staff with detailed reports and identifies any potential funding problems or discrepancies.
Recommends alternatives for resolving funding problems or discrepancies.
The incumbent facilitates and/or participates in statewide workgroups concerning the state housing development fiscal policy issues and budgeting functions.
Provide ongoing training and mentoring of staff.
Review performance of staff and recommends appropriate action which may include commendations, merit adjustments, corrective action and/or other administrative responses.
Assure that all unit operations conform to bargaining unit contracts and Equal Employment Opportunity guidelines.
