Under the direction of the Financial Services Manager, the Financial Analyst/Senior Financial Analyst will perform highly responsible and complex professional duties involved in the financial reporting, analyzing, and auditing of financial transactions for the City, the Folsom Redevelopment Successor Agency, the Folsom Public Financing Authority, and the Folsom Ranch Financing Authority.
Classification placement will depend on the candidate's experiences and qualifications.
DISTINGUISHING CHARACTERISTICSThe Financial Analyst (salary range X84: $90,906.

21 ) is the experience/journey level class series, fully competent to independently perform duties.
This class is distinguished from the Senior Financial Analyst in that the latter serves either as the senior or advanced level specialist in the series.
This class is flexibly staffed with Senior Financial Analyst.
At the discretion of the Department Director, incumbents may advance to the higher level after one year by demonstrating proficiency, and ability to meet performance standards and qualifications required by the Senior Financial Analyst position.

10) is an experienced financial and budget analyst, fully competent to independently perform duties.
This class is distinguished from the Financial Analyst in that it is the senior or advanced level specialist in the series.
The Senior Financial Analyst has two principal functions.
First, is the design and maintenance of an efficient and effective financial system that serves the City.
The second is to act as the financial officer for a designated number of departments and funds.
This position is distinguished from those in the lower classification of Financial Analyst by the independence with which they perform their duties, by the handling of the most difficult and complex work and by performing lead work.
In addition, the Senior Financial Analyst may oversee, monitor, and/or direct the work of lower level personnel.
EXAMPLE OF DUTIES NOTE: The following are the duties performed by employees in this classification.
However, employees may perform other related duties at an equivalent level.
Each individual in the classification does not necessarily perform all the duties listed.
FINANCIAL ANALYST Perform a wide range of fiscal activities for the City and related Agencies; including grant accounting, fiscal year and month end close oversight, reporting, contract maintenance, reconciliations, and capital asset oversight.
Assist in preparation of the annual independent audits of the City, Redevelopment Agency of the City and the Folsom Public Financing Authority.
Perform internal audits.
Provide consulting services to departments regarding a variety of issues including the status of financial accounts and transactions for assigned funds.
Assist in the City's cost accounting and fee studies.
Prepare financial reports such as the Annual State Controller's Report for the City, Redevelopment Successor Agency and Public Financing Authority, the Annual State Controllers Street Report, State Controller's Annual Transit Report, and the Redevelopment Agency's Statement of Indebtedness, and other reports required by the state or other government agencies.
Coordinate monthly financial statements and budget status reports including statistical reporting required by the Director's office or requested by department management .
Prepare account reconciliations monthly and quarterly.
Maintain fiscal records and reporting information in accordance with City policies, procedures, and the law.
Assist in preparation of the City's operating budget and Capital Improvement Program.
Assist in the preparation and review of the City's five-year financial plan.
In collaboration with Finance Department Management, document all fiscal policies and procedures.
Prepare forecasts, projections, trends, revenue, and expenditure analysis.
Monitor anomalies with expenditures or revenues.
Participate in the implementation of department and inter-departmental systems, programs, or processes.
Perform accounts receivable billing and tracking activities and monitor charges and payments from customers.
Review and approve all journal entries.
Perform investment activities.
Perform cash management operations.
Assist in the issuance and management of debt.
Assist in management of special assessment districtsPerform related duties as assigned.
SENIOR FINANCIAL ANALYSTThe Senior Financial Analyst position is responsible for the job duties listed in the Financial Analyst job classification as well as the following: Review and approve all journal entries, contracts, budget adjustment requests, recruitment requisitions, and other departmental transactions, and review and verify the financial accuracy of departmental agenda items.
Provide leadership in identifying the costs and benefits of current processes and the redesign of alternative processes.
Prepare the City’s Annual Comprehensive Financial Report and assist in the annual independent audits.
Assist in reviewing, updating and documenting all fiscal policies and procedures.
Perform internal audits.
Represent the City in explaining budgetary and financial policies and documents, give presentations before the City Council, departments, commissions, and employee groups.
Perform related duties as assigned.
SUPPLEMENTAL INFORMATION FINANCIAL ANALYST Education: A bachelor's degree in accounting, finance, or a closely related field from an accredited college or university.
Public sector experience is preferred.
Experience: Two years of increasingly responsible experience in municipal or governmental finance or related field.
SENIOR FINANCIAL ANALYSTEducation: A bachelor's degree, or higher, from an accredited college or university, in accounting, finance, business administration, or a closely related field with a concentration in accounting.
Experience: Three years of increasingly responsible experience in a municipal, county, state, or other governmental finance environment, or three years of full-time, paid experience with the City of Folsom in the class of Financial Analyst.
Substitution/Desirable Qualifications: Possession of a valid license as a CPA from the State of California Board of Accountancy is highly desirable and can be substituted for two years of experience.
Master's degree in Public or Business Administration or Accounting is desirable.
GFOA certification as a Certified Public Finance Officer (CPFO) is desirable and can be substituted for two years of experience.
License, Certificate, Registration Requirements: Possession of, or ability to obtain and retain, a California Class C driver license by the time of appointment.
