This position is responsible for managing divisional budgets, supervising period closing, preparing financial reports, and overseeing internal controls related to purchasing and payroll operations.
The Controller interfaces daily with managers from other departments and supervises staff in various areas such as purchasing, accounts receivable, budgeting, forecasting, expense management, cash management, and taxes.
SPECIFIC RESPONSIBILITIES Manage accounting staff, providing oversight and direction.
Perform financial and accounting activities in a timely and accurate manner.
Prepare finance journal entries and account reconciliation reports as needed.
Evaluate financial documents for correctness and completeness.
Ensure financial and accounting reports comply with the Tribe's policy and federal rules and regulations.
Support the Finance Director and senior accounting managers in ensuring accurate period-end closing of financial reports for multiple grant programs.
Review and recommend improvements for accounting procedures.
Address financial issues and inquiries in a timely manner.
Assist with payroll processing (salary deposits, tax calculation, payroll reconciliation, etc.
) as needed.
Maintain accurate documentation for financial operations and transactions.
Develop and maintain fiscal policies, procedure manuals, and internal controls under the guidance of the CFO.
Review profit and loss statements to identify gaps and recommend solutions.
Continually evaluate the finance department structure and team plan for improvements in efficiency, effectiveness, and professional growth opportunities.
Maintain accurate financial data and reports for submission to senior management.
Oversee period-end closing activities such as revenue accrual, expense accrual, and account reconciliation.
Assist in managing credit and collection activities.
Perform other related duties as assigned.
MINIMUM QUALIFICATIONS BA or BS in Accounting, Finance, or a related field from an accredited university with five or more years of experience in the accounting field, OR 10 consecutive years of accounting experience.
Experience in the financial administration of multi-million-dollar government-funded programs.
Thorough knowledge of current manual and automated accounting procedures.
Familiarity with payroll processing, tax compliance, and financial audit procedures.
Cultural sensitivity and ability to work well with a diverse group of individuals.
Adherence to the Tribe's code-of-conduct policies.
Ability to work independently without constant supervision.
Proficiency in accounting software and financial management systems, such as QuickBooks, Sage, or Oracle.
Proficiency in Microsoft Office.
Knowledge of office principles, practices, and procedures as well as public and business administration principles and methods.
Strong analytical, problem-solving, and decision-making skills.
Ability to manage multiple priorities, meet deadlines, and work well under pressure.
Current CA driver's license and reliable transportation required.
PREFERRED QUALIFICATIONS CPA (Certified Public Accountant) certification or advanced degree (MBA, MSA) in a related field.
Experience working in a tribal government or nonprofit organization finance department.
Familiarity with tribal finance and accounting regulations.
Effective interpersonal and communication skills, both written and verbal.
Experience in staff supervision, performance management, and team development.
Knowledge of federal and state grant management and reporting requirements.
DRUG SCREEN Shingle Springs Band of Miwok Indians requires the successful completion of a drug screening of all potential Tribal employees prior to being hired.
The Tribe recognizes that the State of California has legalized the use of marijuana.
The Tribe is located on federally owned trust land and complies with federal laws.
Therefore, marijuana use is prohibited, and all drug tests will include a screening for THC.
Shingle Springs Band of Miwok Indians recognizes a zero-tolerance drug and alcohol policy, and employees will be required to sign a Consent to Drug and/or Alcohol Testing.
Employees may be selected for alcohol / drug testing upon reasonable suspicion, and upon any/all accidents.
BACKGROUND CHECK Candidates for this position will be subject to criminal and character background checks and fingerprinting prior to being hired.
Verification of previous employment and education will also be conducted after the interview if an offer of employment is being considered.

NATIVE PREFERENCE Preference in hiring is given to either the most qualified applicant or a Native American candidate who meets the minimum qualifications.
