BASIC FUNCTIONS:
Under the direct supervision of the Deputy Secretary for Fiscal Affairs and Deputy Director of Accounting, the Accounting Administrator must be able to work closely with other staff.
This person is expected to function effectively within a team, have leadership skills and abilities, and have an understanding of the State of California legislative process in this full-time position.
DUTIES:
The Accounting Administrator is responsible for monthly account reconciliations such as the Senate Operating Fund and General Fund accounts and requires knowledge of GAAP and GASB accounting principles; The Accounting Administrator will produce annual 1099’s; Manage the Vendor Master file and W9 processing; prepare and process payroll deposits, submit Federal and State taxes, verify payroll tax deposits are processed timely and charges are appropriately recorded in the Senate accounts; reconcile Federal, State and Social Security and Medicare taxes for each pay period, quarterly and annually; open Purchase Orders; prepare Member Tax Letters; and process bar dues.
In addition, the Accounting Administrator will track sales taxes and prepare the annual return; maintain and develop procedures and instructions for staff in the Accounting Administrative Manual; and other duties as assigned.
EDUCATION AND QUALIFICATIONS:
Bachelor of Science Degree in Accounting or related field required.

Candidates must have minimum 2-5 years of accounting experience and the ability to facilitate and foster a cohesive teamwork environment that functions effectively.
Knowledge of state and local sales tax laws, W-9/1099 regulations, payroll tax laws, GAAP accounting principles and GASB preferred.
Experience required with general ledger, sub-ledger, accounts payable/receivable, purchase orders, payroll processes, financial statements, external audit requirements and procedures.
Ability to complete tasks on time and in accordance with policies and procedures, self-starter with attention to detail, ability to prioritize, and manage multiple tasks in a fast-paced environment.
Possess excellent organizational, communication, and interpersonal skills, ability to maintain confidentiality, and to establish and maintain cooperative relationships with legislative staff and the general public.
Proficient in Microsoft Office Excel, Word, Outlook and 10-key (must be able to develop and use Excel spreadsheets).
Candidate must possess a high level of integrity; demonstrate reliability and flexibility.
Strong experience is required with general ledger, sub-ledgers, accounts payable/receivable, purchase orders, payroll processes, financial statements, external audit requirements and procedures.
Must have knowledge and ability to research discrepancies between the Controller’s Office, payroll deductions and PERS account.

LOCATION, SALARY AND FILING DATE:
This position will be located in Sacramento, CA.
Final salary will be commensurate with experience and education.
Seniority and significant experience is required to reach the higher end of the salary range.
